Service description

A two‑ to three‑month strategic policy advisory programme for research and team leaders in research organisations. The programme delivers tailored policy advice, operational guidelines, and regulatory recommendations to help institutions and policy bodies navigate complex innovation ecosystems. Interdisciplinary experts and mentors combine macro-territorial and socioeconomic analysis with micro-institutional assessment to identify governance, legal, financial, and infrastructural enablers and barriers, and to design actionable pathways for systemic change. The service is implemented in the following phases: A) Phase 1: begins with a three‑hour hybrid workshop (online or in‑person) led by coaches and mentors to set scope, map stakeholders and elicit interdisciplinary inputs. B) Phase 2: consists of desk‑based monitoring and analysis, assessment of institutional arrangements, incentive schemes and social norms, produced by specialist analysts and policy advisors. C) Phase 3: focuses on synthesis and co-design, where experts draft context-sensitive policy instruments, operational guidelines, and regulatory proposals, and validate them with EIC beneficiaries in a final implementation discussion. The service targets research programmes, team leaders, and innovation units seeking mission-oriented policy frameworks, regional initiatives, or cross-sectoral partnerships. Expected outputs of the service include a concise package of implementable policy recommendations, governance and operational guidelines, proposed regulatory/incentive tools and an implementation roadmap. The service delivery is hybrid, expert-led, iterative, and oriented towards practical uptake, with stakeholder engagement and mentoring embedded throughout.
